Yep. Microsoft is usually at the root of most of the problems in my career. wysiwyg editors in Cms's assume that the people using them have a fucking clue. TinyMCE, which seems to be in everything, you can have paste from word on as default with a bit of tinkering. They will never copy and paste in to notepad first no matter how many times you tell them. I always get rid of 90% of formatting tools too for good measure, let them loose and your carefully crafted typography will turn to shit!
