With that being said, they probably have a contract for software that tracks customers (only based on known information, such as a credit card number that can then be tracked to know that a customer frequents a given store). This software is expensive, but can help American retailers target specific customers. They may not have any intentions of becoming gdpr compliant if their target market is outside of the EU
