So do these (+/- 10ms) add or are they a universal “+/- 10ms from the actual time on stratum 0?”

    I believe it's n+stratum level.

    Each stratum queries the stratum before it, so delays will be compounded the deeper you go but a stratum 3 for example could be more accurate then a stratum 2 as you will be querying more clients to get a more accurate reading.

    At least that's my understanding.

    I thought stratum 15 was an error condition indicating an un-referenced clock?

    Also the errors won’t just add could be RMS or some complex formula.
