A recruiter calls me and says they are looking for web developer. I asked her what skills is she looking for and she says "HTML and CSS".

That sounded weird.

I had to literally ask her:
"Shouldn't you be also mentioning something like React, angular, nodejs etc?"

I guess she is a noob.

    Not a "noob", a "recruiter". While the former has an excuse and can learn, the latter usually doesn't.

    Not all sites need a framework.
    Not all sites need a cms behind them.

    Do you need a V12 engine in a mini coupe?

    @C0D4 pretty sure that a startup would be requiring more than just HTML and CSS. Job description mail she sent mentions React, Angular and all.

    @gitlog job description she sent says otherwise for the UI engineer / developer role: "end-to-end responsibilities from server

    hosting to design/architecture, implementation and deployment".

    I suspect she just mentioned minimal skills to get maximum applications. They may be having trouble finding talent because it's a new company.

    This reminds me of when these frameworks and such first came about, you started seeing people who knew the frameworks and not the core language to a competent degree; Something that is now encouraged.
