This homepage looks simple enough from a PHP standpoint, a few database callsand maybe an underlying framework.

Before looking at this from a PHP standpoint, I have to ask, do you know HTML, CSS and optionally Javascript?

Those are the frontend languages powering the homepage.

And also a database language like MySQL.

We need to know where you plan to start before giving any real advice.
