Is there an online tool available similar to devrant collab for open source projects ?

Discord and slack can be used after one is sure about the repo he/she wants to contribute and then join their channel(if they have), and in GitHub the not so famous repos are always neglected. So I just thought it there could be some platform where people can actually broadcast their work and let newbies and other people come and contribute.
