Please I need advise on new technologies - Language, framework to learn? Currently I am proficient in Ruby,JavaScript - REACT JS/REDUX/ RUBY ON RAILS/ for web application.

    Django. When in doubt, go to Django.

    There are probably a lot of better options, but those are for when you know what you want to do.

    You already have the stack to build pretty much any kind of startup. So go build it!
