Client's PC. Sure I can fix, but we'll have to replace nearly everything. Better off buying a new one.

@chasb96 the humming was a broken fan with the blades flopping around in there, also a screw. Thermal paste was all but gone and overheating is apparently what's causing the screen to flicker. Waiting on fan to arrive. Keyboard also has issues. Will be replacing that too.
