    Be honest

Can you help him? Say yes
If you can't, apologise and say no

@BikerMouse yeah but the same people ask about the same thing more than once!

The only (humane) thing you can do is keep giving the same answer.

But if you want to be more thorough... on a system if some process keeps asking you something, you just kill the process.
Not that I am implying something or whatsoever

    Can you? Maybe
Will you? This is where you can decide if you want to

Can you help him? Do you want to help him?

Sorry, but I really can't understand why too many programmers find questions like that offensive/inappropriate?! In my book, programmers need to know at least some basics from user domain, system administration and/or some basic software repairs (not hardware/electronics repairs). I find questions like that quite legitimate. Programmer should know how to repair software problems.

So, bottom line - decide if you know how to help him and/or want to help him and base your answer upon that.

there are other profession which purpose is to repair computers also software and in my opinion they are not programmers

@javaharut Of course they are not. But, they usually do not complain when someone asks them to make software. Only programmers complain when someone ask them to try to repair computers. Some kind of elitism, perhaps?

@firusvg I got it what you mean but for me doing such kind of things is boring and waste of time in the same time theya can tell about programming

@javaharut In that case, your answer is easy one - say you find such task boring and don't want to do repair.
