create large PR and annotate points of interest on the PR

still get told to walk through it for people as they won't be arsed to read it, or even look at the points of interests themselves

I've made devs do this before.

I wanted to make it a point to make it painful enough to not have large PRs again.

If I get a PR that covers changes to more than 1000 lines of changes, it's too large. This means the story wasn't scoped right, or the dev changed more than what they needed.
