His Docker image is for his Jenkins pipeline. He saw that git was timing out when it was pulling his repo and thought he needed to install git bash because he said that's what he used (on his Windows machine) and it doesn't time out.
"Git is timing out in this ubuntu Docker image I built, let's have the image use git bash instead"
