CEO: “Everyone has to come back to the office. No more COVID working from home nonsense. We need to work together in person to be truly effective.”

Everyone: “There aren’t enough offices and desks for everyone.”

CEO: “Oh, also, we’re laying off thousands.”

Everyone: “Well, ok, but there’s still not enough room for everyone to work together in the same spaces.”

CEO: “Ok, contractors can work from home to make room for the remaining full-time employees.”

    What would happen if everyone ignored the CEO and just kept working normally.

    At least two stupid decisions right there. If they are not temps (layoffs suggests they aren't) that means you hire contractors because of skills you can't hire. You want those in the office for consulting and collaboration even necessary.

    @Noook Contractors here are hired to do menial, well-defined work that requires zero creativity.
