Try booting a live linux distro(ububtu for ex.) on a usb stick and then turn on the wifi. I had once a HP with the same issue and it got solved this way.

Hey, hi we can see you (don't worry)
But this proves your WiFi works.
Smile into your Webcam once in a while, will ya ?

    Have a nice day :)

I have got the same problem so this is how I fix it
    1. Click on Network Settings.
    2. Click on Ethernet tab.
    3. Click on Change adapter settings.
    4. Right click on wifi and disable it and then enable it.

Note: Problem will still exist if you turn off wifi directly.
