Gnonpi7907yWith Python, you're probably going to heavily use scikit-learn. Luckily the API is very intuitive and there's a lot of ressources (about the code and the logic behind). For NN, start with Keras then dive into Tensorflow or Theano.

I am planning to learn machine learning and deep learning. I am quite comfortable programming in c++ and python, what would you recommend would be a nice starting point with more attention towards practical stuff.
