We have that situation, at least kind of, and it is a mess sometimes.
Our boss/manager was a developer once, although he was already promoted to a manager/team leader only position in his last company.
He still wants to do stuff like it was done 10 years ago, because he has "already done this that way and it worked great". But usually with techniques which are outdated or not even available anymore (read: plugins).
Sometimes he writes small bash programs to collect data or gives us code snippets to "help us", although his solution is crappy and, you can guess, outdated or based on old, now invalid documentation.
Also, I get more and more the impression that usually a good programmer is not promoted to team leading or management, but that bad programmers who you can't really fire are promoted to those positions so they don't mess up code anymore.
