If the Kenya ICT bill will be passed into law, it will soon be illegal to write any code as a developer or engineer or practice any ICT career without a license ($460 per year) or without a college degree 😢

    Idiots. It will cost them twice as much to police it.

    It's an attempt to curb 'malpractice' such that it's a 'professional misconduct' if someone is incompetent, abandons duties (projects), doesn't follow laid down standards of conduct of the profession or takes advantage of clients by abusing a position of trust, or expertise, or is "insensitive" to a client's needs or feelings
