jkappers547yRecently met someone in the same situation. Dev team was overseas and it was $14/hr split between 3 people that cycled on and off the project.
Instead of source control for versioning they would rename files to _old or add their name to a copy of the files they were working on (e.g. ruby.rb, josh_ruby.rb).
Deploys were copy paste. Secret keys, variables, and API tokens for 3rd party services for all environments where scattered around in the code. When they would deploy, they would search for all the keys and comment out the development versions.
The owner of the company had no access to any of the code and has never even seen any of it. Ask him and he'll tell you development is his area of expertise.
After one year of developing an app that a skilled Dev team could build in a month, the app is so buggy it's completely unusable.
They are now going on 18 months of development and the app is being used by the managers on behalf of the users because it doesn't work for the users.
