I installed Windows 7 SP1 from the same DVD many, many times at work. After a certain point in time it seems that I encountered this bug you mentioned, every single time I installed Windows. It's if like the stock OS has a time bomb in it.

Source: reinstalled one XP with a DSL **MODEM** plugged into it in 2003. That escalated quickly. (Don't blame me for the lack of firewall, Bell shipped only modems to the users in that era)

@bcom sadly the IT Dept didn't get to choose the e-log solution, the CEO did (after all, he's the one who pays the bills)! Anyway we have to deal with a company called Isaac Instruments (Isaac.ca). Luckily they are allowing us to do whatever we want on their Android (that's where I deployed my workaround above), and are generally helpful
