    In some cases it is valid, like if you have a photo site and the photo agency doesn’t provide alt-texts: a dev team can’t make it very accessible.

    But for a text based site - if it is not accessible - it could’ve been if the dev&design team read up on how

    A decent accessibility is often not any real effort

    (A plain simple html page is accessible)

    it’s often more about avoiding custom crap (like avoiding custom dropdowns that do not use proper html tags and have zero keyboard support - and instead just use the plain defaumt SELECT elements)
