They have the highest incarceration rate in the world

it's not related to america only. more attractive people are universally seen as less intimidating/dangerous than ugly people

werewolf myth came from when people would kill someone of a village and then the village basically revoked their citizenship, and they were regarded with the same human rights as the animals (aka, you don't have to care about them and you could hunt them and whatever)

sometimes werewolves would do acts of heroism and were allowed to come back as "people"
