A few people on here enjoyed solving my previous puzzle, so I made a new one!

Solve:
DLSS KVUL, FVB'CL ZVSCLK AOPZ WBGGSL.

Hint:
Rome was build on [...] hills and had [...] kings. [...] played a critical role in the events that led to the demise of the Roman Republic and the rise of the Roman Empire.

    Rome was build on 7 hills and had 7 kings. Julius Caesar played a critical role in the events that led to the demise of the Roman Republic and the rise of the Roman Empire.

    I made a code breaking C# program back in 2013-2014. I only does a few popular ciphers like Caesar, Vigenere and such.

    You always posts these while I only have a my phone. Programming on it is not good on my hands. I'll probably port my program into an Android app. That'll be fun.
