Newbie frontend guy joined last month right after college. He's my age but never worked before. Wants to "fix" the entire codebase with cool new hippy react features without providing a valid reason to do so. Also, "hey, I don't understand what someone wrote, so let's just change the entire fucking thing so I don't have to put in the effort of understanding real, working code"

What's more annoying is that he won't settle even when being asked to do so by the senior guys.

It's called enthusiasm :D I guess, it's similar to having younglings ask a lot of questions or do things even if told not to.

Don't bring the guy down, try to build a simple blockade (i.e. not approving merge request)) withar instructions so that he understands what is needed

I was like that, kind of, when I joined first.

Parts of our major code is (working but) horrible. So I casually (and in frustration) blurt out why don't we just reformat or at least clean up the code? My seniors go "yeah, why not. Do it in your free time."

Later I realized that it's not worth the effort. Bad on my part, but can't help. Theres Dev activity going on constantly and there's no one to even review the code properly. Got lazy and dropped it.
