What are your frustrations exactly? I was thinking about translating my portfolio website using this combo in a couple of weeks...

PHP Locale style: nl_NL, nl_BE, en_US, en_GB
Gettext Locale style: nl_NL, nl_BE, en_US, en_GB
HTTP Accept-Language Locale style: nl-nl, nl-be, en-us, en-gb
Linux Locale style: nl_NL, nl_BE, en_US, en_GB
Windows Local Style: dutch or nld-nld, nlb, english, gb

And there isn't even any logic to some of the Windows locale constructions. Belgian Dutch is nlb.
