It's not. It basically is a written tell that the speaker is speaking in a German accent (eg - "I vill see if ze vindow is open" = "I will see if the window is open")

Or in the case of the picture: "I vill mess with time" = "I will mess with time"

I'm utopist I guess. Giving the best I can, but knowing I'll eventually be even better later 😅
