Um. A rational number is defined as a number that can be written as P/Q, where P and Q are both integers and Q != 0
22/7 is rational.
It has a repeating decimal form, basically 3 + 1/7 so 3.(142857) where the stuff in parens repeats. -

Specifically teach them division. Have them divide 22/7.
