    Sounds like there is an incompetent manager in the way that decides on that for you... And they look good if they save money, so no bonus for you.

    Basically, it's incentive thought wrong. The C levels think all they need are managers to get the job done.

    Prove them wrong by quitting.

    A lot of companies are using covid as an excuse to do that this year with the "hey, you should just be happy to have a job!" line to try to quash all negative feedback.

    Sucks, but that's companies for you - always looking after their own interests first. It's why I'm floored when people still worry about leaving with not much notice in case they leave the company in a "tight spot."
