I think it's not a joke at all, this is what we call rehabilitation and preparing for integration in society.

Instead of abusing inmates for cheap labour and harden them up like they do in the USA. So the honest job is made unappetising to impossible when they come out. Even the mail fraud guy escalates to murder/drug crime next time around.
