Dev: can I swap out an existing UI framework from this codebase for a completely different one, because it doesn't do the small enhancement I've been tasked to do?

    Sure.

    Go to upper management and demand that you'll do the migration alone for free and pay for the possible risks and offline time.

    Sure. Get approval for that first.
    You will need to do some time/money estimations first though.
    But before you do - do that small taak first....
