Is that good or bad?

A binary semaphore is like a stop light. It says if a process can access a variable or object.

A counting semaphore is like a bouncer who limits the people on a club to x people knowing he has to have some headroom for VIPs (Critical Processes) because they don't like waiting in a queue.
