Yup it did that for me too, you have to go to app section & open Google App.

Then clear cache & try again. If not, then clear all data (basically reset it) & set it up again.

I actually envy that Cards are enabled for you over there, bc Google has decided to completely SHUT OFF any cards services in my country. :|

Hope it gets back online there soon, though!
