It does have a rule, but names are special. It isn't just English that has weird names, and technically I think bixby is Korean due to Samsung being Korean. In any case, y makes both sounds, just like c makes a k and an s sound depending on the usage.

LLAMS36648yYou just have to start from the assumption that letters dont necessarily work the same way as they do in languages you are familiar with. Like when i read Polish names and think "what? it has a W in it but you make a V sound?!" Different languages use the same symbols in different ways.
English has no rules. Why bixby is pronounced with sound of letter "e" at the end? It's letter "y" there! BixbY, you see? It drives me crazy 😡😡😡
