If the dog scraps are well-done, they should be fine to feed up the next meal with. Raw dog meat (like any meat) can contain parasites and other patogens though.

For street steak, you also have to take into account, that humans regularly try to poison the rats. So better catch em alive and only cook em when they don't show symptoms after a day.
