You also have to update the Blizzard Battle.net app before updating any of their games - Visual Studio Installer is a misleading name, it doesn't just install the VS2017 IDE, but a whole array of interconnected components and dependencies that can be standalone as well (e. g. Unity3D). It is a separate thing responsible for other separate things.

Keep in mind you have to upgrade windows too ;-)
