Probably because the Apple dev experience is terrible.

Apple has the same ability as microsoft to completely butcher dev experiences. If anything, windows is moving in the right direction by open sourcing shit and not limiting to their os. Apple on the other hand...man i love my macbook, i really dig using it for web devel. But holy shit trying to build an ios app is painful and in my eyes not intuitive at all. Android wins in that regard from a developer persoective.
