I doubt he interviews & hires a significant amount of employees himself nowadays, he wouldn't even have the time to do it.

I think it depends on the position for which you want to hire someone.
If you want to hire a "assembly line worker", which I think are also are many devs in lower positions in big companies, you want the one which fits the most.
But in higher positions where you make more management decisions it's maybe better to more aggressive/crazy in terms of potential revenue.
But everyone who applies to such positions already showed that he/she had qualified for the lower ones ;) -
