Where would you buy a cheap, basic laptop for work (web dev)?

If you're trying to find a new one, just check a store or online if you can. Maybe Amazon will have something.

Depends on your needs. Is the GPU important? What are your requirements and so on. Also what OS would you like.

I personally would go for a System76 for Linux (although they can be costly depending on your needs) or a Lenovo ThinkPad (like E4xx or E5xx).

On the other hand, do you really need a portable computer? If not go for a propper desktop, you'll get more power for the same money.
