At first it looks like it is based on first character, the you see 1080p?? Then maybe the first character is actually whitespace:

Given a JSON object, there is really no assuring the order without adding your own sorting, which is extra coding to do extra work for something that's usually fine and always usable?

Here's my guess: the 720p video is 60fps. The quality might be lower but they're sorting by required bandwidth not by quality.
