i would say any of the jetbrains IDEs, that supports HTML type stuff can do that.
But actually even editors like Atom with Plugins can do that nowadays too. -

They could have just use html comments and comment out the php stuff like all other lines but why make it easy ? -

@PonySlaystation agreed, but you can argue that if you dont care enough about it, then why bother commenting it out with actual symbols, instead of just.. you know.. press a key combo.

Honestly, I wouldn’t be surprised you guys wouldn’t get it. This is an ancient big boss coding technique that has been used in top projects for the past 20 years. With enough mentorship your brains might be able to fathom it. Wish I had a senior such as this on my team.

How do such people even breathe???
Does somebody here know whether comments of this kind can be generated by an IDE?
I have to assume they used PhpStorm due to some hints in some files.
