Same phone, same system, same problem

Pretty much any app including the phone call app is tapping the battery according to my 1+3T

Nope. Using nexus 6 with lineagos.

I also get notification for messenger sometimes

From everything I've seen Android battery notification is pretty useless. It should actually be looking at battery usage over time but I don't think it takes into account at all if you're using the app heavily which makes very little sense.

iOS provides much more sensible details IMO with battery usage over how many hours the app was on screen/in background.
