From the wording of your post it seems that you simply cleared a technical screening. That does not guarantee getting a job. If the technical department has no power to hire, it's the hiring department who will give you the actual offer.

As others have rightly pointed, you don't have the job until the contract is signed. Getting the offer is usually enough, but even that can go backwards.
