@Rocket3G really its just about narrowing down what the problem could be. You can ping other websites and different ports and if everything works accordingly except the website then it's either down or you can't reach it. You can then check if there's anything blocking you or you can just assume it's down and try again later.
The point of this is you're not dependant on any third party websites.
