@retoor app cant be downloaded in new version of android. Maybe the dev will update soon, but its already a couple of month tho

I am the only active "user". The rest are NPCs or bots. I mean, I have never physically seen anyone from this app in person. So they just a figment right?

I wouldn’t count on it. The devs have abandoned this app many years ago.

There are unofficial apps out there, though.
Like the Android app SkyRant from @joewilliams007
