Its the only browser you have after reinstalling the OS, so you have to use it to download chrome.

Another is Japan. The whole country relies on Excel and IE. From small shop to corporate and government.
I am pretty sure there are many other similar countries.
Reason?
Simple. Updating is not an easy option. Bascially they are just sticking to "Don't reinvent the wheel." mantra.
