soft power works on most but if it doesn't you have laws to actually damage people if they don't do what you ask them to

criminals don't reply to shame and being criminals they don't reply to fear very well either

criminals are reward sensitive tho. so you can bribe them. psychopathy ignores threats but is hypersensitive to rewards. this is why anyone smart goes on about aligned incentives
