It's just base 9 counting. Not weird.

The decision to skip Windows 9 a very smart one, ensuring backwards compatibility -- especially on the web and in network communications :)

As they had both 95 and 98, and those were in the same family in very many ways, most things using version detection started using for just the "Windows 9" substring...

@Mitiko I'm sorry if it appears that I like windows or that I'm defending Microsoft. I hate windows. I just was trying to think of an explanation for skipping 9 and thought that not many people think of base 9 because it's not used that often (as far as I know).
If it was windows 10 after 7 I think many would be saying that it's because of they're following the octal numeral system.
