Depends on who you are targeting. If it’s tech-save users then not, if it‘s for business then yes, because some have to use IE there.

Firefox, Chrome, IE11.
For anything under IE11, use the 'if IE' tag to show a warning that IE does not support your site.
IE11 only fails on very specific things these days.
