I have a CS undergrad friend who is not learning anything outside of uni and in my country, that will automatically kill your career. I am trying to get him to start coding and learning new languages and frameworks, and do projects, but he has a full time job as a cashier and doesn’t have the time. But i know if I get him to do these things he could probably find a part time dev job that pays just as much. How can you help a complete rookie become a dev in the least amount of time and effort ?

Focus on motivation. He has to *want* to get better. Just the fact that he'd be thinking about the least time, as opposed to the skills he wants to have, probably means he won't get there.

You have to get him inspired.

Motivate him with amazing ideas that would boost his creativity and inspiration to do cool stuff and learn new things.

Talk to him about things that he likes and may somehow give him ideas.

There really isn't a "least amount of effort". Becoming a dev, like learning any new trait, is gonna take 5000-10000 hours of work
