Hit -- and choose offensive/spam, and report the post. If that doesn't help (it doesn't if you're the only one), mention dfox.

Notice though that if you give too many --'s to spammers, you will be banned from ever giving -- again.

@ScriptCoded such that your -- doesn't count. I was once giving -- to all posts from one spammer account and i got to about 15 after all my downvotes no longer were counted.

@ScriptCoded @electrineer downvote bans only last about a day. Some VERY old bans (years) didn't have this system. @dfox could check

But downvote bans are temporary, and I have also not seen any spam. You're in algo mode right?

@electrineer also, only "offensive/ spam" downvotes actually affect the score permanently. Otherwise, as soon as you reload the page it will seem as if your downvote didn't count.
