One or more of the former was

1. Looking for a reason to hobnob with someone above his salary

2. Someone felt left out and wanted involvement in the day to day.

3. Someone wanted to gauge someone's decision and group skills

4. Someone was bored and fucking with someone else or wasting time before lunch/break/end of day

5. Someone was indecisive

6. Someone wanted to look busy or only appear to know what they are doing.

7. All of the above.

These meetings make me feel so superior, it's awful. I'd pre-code a field in the CMS containing a hex color and show these idiots what the site would look like and how to fill in the color.

The rest is just getting paid to sit in a chair. As long as it doesn't influence my total time spent on work, eh. Productivity is my superior's concern, not mine.
