We can squeeze some power out of it with going Linux, and upgrading to high amount of ZRAM and only after that going for swap :)
Ram looks like main issue here -
Were you going fast before this? With the sane machine? If so, you are on weak ground. If you were slow already, then no change.

my personal laptop has similar specs - I think - and that thing's slooow even after going linux -
@Taqsblaz3 The biggest upgrade will be the HDD to SSD. Then after that upgrade the RAM. Or just replace it with a decent machine.

@arcadesdude I'd say the RAM update is more important. That way the system at least keeps running properly, even if all loading times are still slow.

@electrineer you could test it to find out which one would be a bigger performance boost. I mean since win 10 version 1809 windows really wrecks the HDD when updating. But if you mean Linux then the RAM upgrade would be better because Linux doesn't wreck the disk as much as Windows does in general for regular users...but for devs and IT it may be a different story.
